voicechanger.im is a web app that takes an audio file you upload - up to 50 MB - or a block of text and renders it in a different voice. It is offline processing, not a live filter: the site says plainly it cannot be used as a real-time voice changer, so you upload, choose an effect, and download the result. Alongside the voice swap it runs a speech-synthesis mode with a voice picker and a history list, although generated audio is only kept for seven days. The interface is translated into roughly fifteen languages and everything past the landing page sits behind a free sign-in. No company is named anywhere on the site; a footer link to testdaily.cn is the only ownership signal available.
No paid plan, credit pack or price is published anywhere on the site, and there is no pricing route. Generation requires a free account, and generated audio is purged after seven days.

But nothing about the operator is disclosed, and generated audio disappears after a week, so treat it as a throwaway utility rather than somewhere to build a workflow.
Watch out: Uploading someone else's voice to a service with no named operator and no visible data-handling policy is a real privacy risk.
